President Richard A. Williams of Heriot-Watt University, UK, led a delegation to visit Chang’an University on the morning of September 16. President Li Shutao met with the guests in the First Conference Hall of the Student Service Center at the North Campus. Vice President Fan Wen chaired the meeting. Wu Tao, Party Secretary of the School of Civil Engineering, and Tian Wei, Associate Dean of the School, attended the meeting.

President Li Shutao extended a warm welcome to the delegation from Heriot-Watt University on behalf of the university. He spoke highly of the long-standing achievements in international collaboration between the two institutions and expressed his expectation to expand further the depth and breadth of talent cultivation and disciplinary development. Vice President Fan Wen chaired the meeting and shared insights on strengthening Sino-British educational cooperation.
President Richard Williams expressed his gratitude for the warm reception and emphasized the great importance Heriot-Watt University places on its partnership with Chang’an University. He stated that the signing of this intent agreement marks a new beginning and hoped it would facilitate continuous and substantive collaboration in teaching and scientific research.
Neil Dunse, Vice Dean of the School of Energy, Geoscience, Infrastructure and Society (EGIS) at Heriot-Watt University, provided a comprehensive introduction to the relevant disciplines and educational resources at his institution. Professor Tian Wei, Associate Dean of the School of Civil Engineering, delivered a detailed presentation on the school’s educational history, faculty structure, research platforms, as well as the development and achievements of the Architectural Environment and Energy Engineering program.
Witnessed by representatives from both universities and relevant functional departments, the presidents of the two institutions signed the Memorandum of Understanding on Sino-Foreign Cooperative Education in Architectural Environment and Energy Engineering. The advancement of this agreement will establish a higher-level international exchange platform for the School of Civil Engineering and significantly enhance its capabilities in international talent development and scientific research collaboration.

Wu Tao, Party Secretary of the School of Civil Engineering, stated that the signing of this agreement marks a significant milestone in the School’s internationalization efforts. He emphasized that the School will spare no effort to implement the provisions of the agreement and continue to deepen practical cooperation with Heriot-Watt University in relevant fields.
