The School of Civil Engineering was established by merging the Department of Architectural Engineering, the Department of Management Engineering of Northwest Institute of Construction Engineering and the Department of Architecture and Environmental Engineering of Xi’an Highway University in December 2000. In the early 1950s, the major programs of the School of Civil Engineering were established. After nearly 70 years of unremitting efforts, the School of Civil Engineering has made considerable development in talent training, scientific research, and discipline construction under the support of the Ministry of National Education and the Ministry of Housing and Urban-Rural Development.

Currently, the school has a faculty of 163, including 125 teaching staff, 18 laboratory staff, and 20 administrative staff. Among the 124 teaching staff, there are 19 professors, 62 associate professors, 13 doctoral supervisors, and 82 master’s supervisors. The school has 1 Research Group for Key Science and Technology of Shaanxi province, 2 Shaanxi University Youth Technology Innovation Team. In particular, there are 5 experts that enjoy the Government Special Allowance of the State Council, 3 members of the National Teaching Steering Committee, 2 Outstanding Teachers of Shaanxi Province, 1 researcher that has been selected for the Outstanding Young Science and Technology Talents Training Program of the Ministry of Land and Resources, 1 Young and Middle-aged Science and Technology Innovation Leader of Shaanxi Province, 1 Outstanding Young Talent in Institutions of Higher Learning in Shaanxi Province, 1 Young Science and Technology Star of Shaanxi Province, and 3 winners of Shaanxi Youth Science and Technology Award.

The school is composed of the Department of Architectural Engineering, the Department of Water Supply and Drainage Engineering, and the Department of Building Environment and Energy Application Engineering as well as three experimental centers, including Building Structures and Seismic Resistance Laboratory, Construction Engineering Laboratory, and Municipal and Heating, Ventilation and Air Conditioning Laboratory. In addition, there are 5 Teaching and Research Section of the Department of Architectural Engineering: Concrete and Masonry Structure, Steel Structure, Foundation Engineering, Mechanics and Materials, and Cost and Construction.

The school has four undergraduate programs: Civil Engineering, Water Supply and Drainage Engineering, Building Environment and Energy Application Engineering, and Cost Engineering. Civil Engineering, as an important discipline of the school, is a well-known program in Shaanxi Province and a national-level specialty construction site. It has passed the civil engineering evaluation (certification) of the Ministry of Housing and Urban-Rural Development for three consecutive times, and it was approved as the "First-class Professional" provincial-level Construction Project in Shaanxi Province in 2017 and the "First-class Professional" national-level program in 2019. Water supply and Drainage Engineering is one of the first national outstanding engineer education and training programs, and was approved as the First-class Provincial Program in 2019. Building Environment and Energy Application Engineering is top-ranked in Chang’an University, and has passed the evaluation of Building Environment and Equipment Engineering of the Ministry of Housing and Urban-Rural Development for three times. Since the Engineering Cost program was approved for undergraduate enrollment in 2005, it was selected as the “First-class Professional” Cultivation program in Shaanxi Province in 2017, relying on the deep Civil Engineering accumulation and school-running strength of Chang’an University.

The school received second prize of the National Teaching Achievement. There are four provincial-teaching teams, covering Concrete Structure and Seismic-Resistant courses, Steel Structure courses, Structural Mechanics courses, and Water Supply and Drainage Engineering courses. Furthermore, the seven courses, Basic Theory of Concrete Structures, Seismic Design of Building Structures, Steel Structures, Structural Mechanics, Water Treatment Biology, Water Supply and Drainage Piping System (1), and Building Water Supply and Drainage Engineering, has been approved as Excellent Resource Sharing Course of Shaanxi Province, and these courses basically cover all major courses of the school.

The school has the doctoral degree authorization and the post-doctoral station in Civil Engineering. The school recruits PhD students and master students in Structural Engineering, Geotechnical Engineering, Disaster Prevention and Mitigation Engineering and Protection Engineering, Municipal Engineering, Heating, Gas, Ventilation and Air-conditioning Engineering, as well as master students in civil and hydraulic disciplines (including full-time and part-time programs). At present, our school has more than 60 doctoral students and nearly 600 master students. In addition, driven by the Belt and Road Initiative and the implementation of “Double First-rate” strategy of our university, our school has accepted more than 40 graduate students from Pakistan, Mongolia, Russia, and others, thereby promoting multicultural exchanges and the internationalization of the school in such disciplines as Structural Engineering, Geotechnical Engineering, Disaster Prevention and Mitigation Engineering and Protective Engineering. Since 2011, 3 doctoral dissertations of the school have been awarded as the Excellent Doctoral Dissertations of Shaanxi Province.

In the past five years, the school has presided more than 300 national, provincial and ministerial scientific research projects, with scientific research funding of more than 50 million yuan. The school has achieved 1 first prize of Shaanxi Science and Technology Award and 2 second prizes of Shaanxi Science and Technology Award as first affiliation. The completed projects have achieved 1 second prize of State Science and Technology Progress Award, 1 Shaanxi Science and Technology Award, and 1 first prize of Science and Technology Progress of Xinjiang Uyghur Autonomous Region. The faculty and the staff of the school has published more than 30 monographs, teaching materials and books, and more than 600 academic papers, among which more than 300 articles has been indexed by SCI and EI.

The new era opens a new journey, and a new mission. The School of Civil Engineering will continue to stratify the needs of national strategic development, and proactively participate in the Belt and Road construction, the "Three Economies" of Shaanxi Province, and Xi’an national central city construction. The school will strive for the overall competitiveness of civil engineering disciplines, contribute to society, and fulfill social responsibilities. All the faculty and staff of our school will unite and cooperate to pursue excellence and make continuous efforts to build a high-level research institution, aiming to promote "Double Tops" construction of Chang’an University.
